Fire Protection Publications is an extension unit of Oklahoma State University’s College of Engineering, Architecture, and Technology (“OSU/FPP,” “FPP," also "we," "our," and "us"). Oklahoma State University is an institution of higher education located in Stillwater, Oklahoma, United States of America. Fire Protection Publications publishes all materials branded with an International Fire Service Training Association (“IFSTA”) trademark.
These Terms of Service (the "Terms") are applicable to you, your organization, and all of your organization’s users of FPP Digital Resources ("User," "you," or "your"). These Terms set forth the conditions for your use of FPP Digital Resources. FPP Digital Resources provide users with access to platforms, products, and content including but not limited to eBooks, eLibrary, Mobile Applications, and ResourceOne®. FPP Digital Resources are defined in more detail in the Definitions section below.
By registering an account and/or using FPP Digital Resources, you acknowledge that you have read, understood, and agree to be bound by these Terms. These Terms form a binding agreement between you and OSU/FPP. If you do not agree with these Terms, do not access or use FPP Digital Resources. We reserve the right to change these Terms at our discretion. Users are advised to please refer back to these Terms periodically to review any updates. Continued use of FPP Digital Resources after such changes constitutes your acceptance of the updated Terms. You warrant to us that you have the authority to enter into an agreement with us on the terms of these Terms.
FPP Digital Resources
FPP Digital Resources include the following resources, without limitation:
Certification Test Bank: A confidential collection of test questions available only to International Fire Services Accreditation Congress (“IFSAC”) or Pro Board-accredited institutions for certification purposes.
eBook: Digital books, purchased on ifsta.org, and accessed via a third party platform.
eLibrary: A subscription-based digital library providing access to a collection of digital books.
FPP Websites: ifsta.org
Mobile Application: Available for download on iOS and Android devices, providing access to FPP content including audiobooks, exam preps, flash cards, and other learning materials. Some FPP content is available for free, and most content is available as an in-app purchase. Also known as Mobile Apps.
ResourceOne®: FPP’s learning management system (LMS) providing access to FPP content including curriculum and study materials, standalone courses, and instructor resources. Users can create an account at r1.ifsta.org. Also known as R1.
- ResourceOne Course: Organized student-centered training program created from FPP content providing access to study materials.
- ResourceOne Curriculum: Educational materials, including lesson plans, presentations, tests, skill sheets, and other materials. Also known as Instructor Resources.
General
All rights granted to you under these Terms will terminate immediately in the event that you are in breach of any of them. You may not transfer or assign any or all of your rights or obligations under these Terms.
If we fail to enforce any of our rights, that does not result in a waiver of that right.
If any provision of these Terms is found to be unenforceable, all other provisions shall remain unaffected.
These Terms may not be varied except with our express written consent. These Terms represent the entire agreement between you and us in relation to their subject matter.
These Terms shall be governed by the laws of the State of Oklahoma without giving effect to any conflicts of laws principles. The forum for any proceeding or suit in law or equity arising from or incident to this Agreement shall be located in the state courts of Payne County, Oklahoma or the United States District Court for the Western District of Oklahoma, if applicable. Oklahoma State University does not waive its sovereign immunity by entering into this Agreement and specifically retains all immunities and defenses available to it as a sovereign pursuant to all applicable law. Designations of forum, choice of law, enforcement actions, and similar provisions should not be construed as a waiver of sovereign immunity. This paragraph is not applicable to government agencies and municipalities that are unable to agree to Oklahoma governing law or forum.
Accounts
Users shall create an account via ifsta.org or through the corresponding platform (ResourceOne, mobile app, etc.). Users shall provide accurate, current, and complete information during registration. Users shall keep their data updated.
You are responsible for:
- complying with all applicable laws and regulations when using FPP Digital Resources, including copyright, data protection, and professional licensing regulations.
- maintaining the confidentiality of your account credentials. Notify FPP immediately if you suspect unauthorized access or use.
- all of your activity on and in connection with the FPP Digital Resources;
- all of the content and details that you submit into, or post onto, the FPP Digital Resources.
- what you access on the FPP Digital Resources, how you interpret or use the FPP Digital Resources, and any actions you may take as a result of using the FPP Digital Resources.
- verifying FPP Digital Resources technology requirements and their compatibility with your organization’s and your individual’s device(s) before purchasing, enrolling, activating, and accessing platforms, products and content.
What you are not allowed to do:
- rent, lease, loan, sell, license, or transfer access to the FPP Digital Resources to any third party or exploit the FPP Digital Resources for commercial purposes or otherwise use any information on the FPP Digital Resources (either directly or indirectly) for profit or gain;
- use, choose, or select the username of another party with the intent to impersonate that party, to otherwise deceive us or any party, or to otherwise engage in fraudulent behavior;
- use, choose, or otherwise select the username that is subject to the rights of another party, without that party’s express authorization;
- use, choose, or otherwise select a username containing any terms which would be vulgar, obscene, lewd or otherwise offensive in nature.
- copy or store the FPP Digital Resources (or any part thereof) other than for your own non-commercial, personal use;
- store the FPP Digital Resources on a server or other storage device connected to a network or create a database;
- interfere with, disrupt, alter, translate, or modify the FPP Digital Resources or any part thereof, or create an undue burden on the FPP Digital Resources or the networks or services connected to the FPP Digital Resources, nor attempt to circumvent the security of any servers on which the FPP Digital Resources is hosted;
- reverse engineer, decompile, disassemble, or reverse compile the FPP Digital Resources;
- introduce software or automated agents or scripts to the FPP Digital Resources so as to produce multiple accounts, generate automated searches, requests and queries, or to strip, scrape, or mine data from the FPP Digital Resources;
- transmit, distribute, introduce or otherwise make available in any manner through the FPP Digital Resources any computer virus, keyloggers, spyware, worms, trojan horses, time bombs or other malicious or harmful programming; or
- use the FPP Digital Resources in a way that might damage our name or reputation or that of any of our affiliates;
- export the FPP Digital Resources in breach of the applicable export or import laws of any country;
- publicly display, perform, republish, or reproduce the FPP Digital Resources (including without limitation by way of email, newsgroups, file or discussion areas, intranet or internet site or any other means);
- tamper with, bypass or alter any security, digital rights management, or other licensing enforcement procedures relating to the FPP Digital Resources; or
- otherwise, do anything not expressly permitted by these Terms.
Users are responsible for any damages caused by their prohibited conduct. Violations may lead to account suspension, termination, or legal action at OSU/FPP’s discretion.
Termination
FPP may suspend or terminate your account if you violate these Terms, fail to complete a payment, account inactivity, or upon your request. Account termination does not relieve you of any payment obligations incurred prior to termination. Upon termination, access to FPP digital products will cease, and no refunds will be provided. Upon termination, FPP may retain or delete your data in accordance with our Privacy Notice.
Responsibility and Disclaimer of Warranty
EXCEPT AS SET FORTH HEREIN, FPP DIGITAL RESOURCES ARE FURNISHED BY OSU/FPP TO YOU ON AN "AS IS" AS-AVAILABLE BASIS. ALL WARRANTIES OF ANY TYPE NOT EXPRESSLY STATED IN THIS AGREEMENT, EXPRESSED OR IMPLIED, INCLUDING THE WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE AND NONINFRINGEMENT ARE EXPRESSLY DISCLAIMED BY OSU/FPP.
We may update or modify FPP Digital Resources at our discretion. We do not guarantee that FPP Digital Resources will be error-free, uninterrupted, available, or compatible with all devices or software.
If you suffer any loss in connection with FPP Digital Resources you must take all reasonable steps to minimize your loss, including notifying us without delay if there are steps we can take to help minimize your loss.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, IN NO EVENT SHALL OKLAHOMA STATE UNIVERSITY OR THE BOARD OF REGENTS FOR THE OKLAHOMA AGRICULTURAL AND MECHANICAL COLLEGES BE LIABLE FOR ANY SPECIAL, INCIDENTAL, CONSEQUENTIAL OR PUNITIVE DAMAGES WHATSOEVER, INCLUDING ANY CLAIMS FOR LOST PROFITS, BUSINESS INTERRUPTION, INABILITY TO STUDY, TEACH OR LEARN, LOST INFORMATION OR OTHER DAMAGES ARISING OUT OF THE USE OR INABILITY TO USE FPP DIGITAL RESOURCES. TO THE MAXIMUM EXTENT PERMITTED BY LAW, OSU/FPP’S TOTAL LIABILITY FOR ANY CLAIM RELATED TO YOUR USE OF OR INABILITY TO USE FPP DIGITAL RESOURCES WILL NOT EXCEED THE LESSER OF: (1) THE AMOUNT PAID BY YOU FOR THE FPP DIGITAL RESOURCES IN THE PRECEDING 12 MONTHS, OR (2) ANY APPLICABLE LIABILITY CAP UNDER SECTION 154 OF THE OKLAHOMA GOVERNMENTAL TORT CLAIMS ACT.
Intellectual Property
All intellectual property rights for FPP Digital Resources, (including ResourceOne and other trademarks, text, graphics, data, software, photographs and other materials, images, videos and audio) (collectively, "Content"), other than user-generated Content (defined below), are owned or controlled by the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges (“OSU Board of Regents”). Except as expressly set out herein, where necessary for viewing the Content in FPP Digital Resources or your browser, or as permitted by applicable law which may not be excluded or limited, nothing in these Terms gives you any rights in respect of any intellectual property owned or controlled by the OSU Board of Regents and you acknowledge that you do not acquire any ownership rights by downloading FPP Digital Resources or any of its content.
You may not reproduce, distribute, modify, or create derivative works of Content without prior written permission, except as permitted for personal, non-commercial use. In the event you copy, customize, and/or store Content from FPP Digital Resources (only as permitted by the "License and Use" section of these Terms), you must ensure that any copyright, trademark or other intellectual property right notices contained in the original content are reproduced.
Copyright and Permissions
All Content is protected by U.S. and international copyright laws.
Users are strictly prohibited from copying, reproducing, scanning, uploading, emailing, or otherwise sharing Content in any form—digitally or physically—without express written permission from OSU/FPP. This includes, but is not limited to lesson plans, presentations, testing materials such as quiz and test questions (including certification test banks), and any files or Content retrieved from FPP Digital Resources.
Users shall not post OSU/FPP Content on public websites, forums, file-sharing platforms, or social media. Such actions constitute copyright infringement and may compromise the integrity of professional certification processes.
Violations of copyright or unauthorized sharing of Content may result in immediate termination of access and user accounts, revocation of instructor authorization, and/or legal action under applicable intellectual property laws.
User-Generated Content
User-generated Content includes materials created by users within FPP Digital Resources, such as notes, highlights, discussion posts, or other user-created materials. User-generated Content also includes those materials created by instructors and training officers and stored on FPP Digital Resources for students and other users to review and access.
User-generated Content must not be unlawful, offensive, or infringing on third-party rights. Users are responsible for the accuracy and legality of their Content. We may remove user-generated Content that violates these terms without notice.
Users retain ownership of their original user-generated Content but grant OSU/FPP a worldwide, non-exclusive, royalty-free license to host, display, and promote their materials. User-generated Content access is lost upon account termination unless exported by the user.
License and Use
FPP grants users a limited, non-exclusive, non-transferable, revocable license to access and use FPP Digital Resources for personal and/or professional training purposes, subject to compliance with these Terms. The license does not permit sharing, distributing, or sublicensing content to third parties outside your organization or individual account. You may not sublicense, transfer, or assign this license without our prior written consent. Instructors and training officers may use FPP Digital Resources solely within the scope of their official, approved instructional duties. Redistribution of test items, whether modified or in original form, is expressly forbidden.
Users receive no ownership rights of Content (except their own user-generated Content); access is granted solely under the license described above. Customization of Content by users does not transfer ownership of the underlying materials.
If you provide feedback or suggestions about the FPP Digital Products, you grant us the right to use such feedback without obligation or compensation to you.
The license terminates upon expiration of a subscription, course enrollment, or user account, or if FPP revokes access due to violation of these terms. Upon termination, users must cease using all services and delete any downloaded content.

Digital Products
FPP Digital Resources are available to individuals, fire departments, educational institutions, or other organizations involved in fire protection, emergency services, or related training. The following sections’ terms are unique to each individual product or platform. These terms and conditions are in addition to the Terms expressed within this document. Furthermore, some FPP Digital Resources are offered on third-party platforms, and users may have to agree to third-party terms and conditions prior to access.
Certification Test Bank
Access to Certification Test Bank materials is restricted to approved, accredited institutions (IFSAC, The Pro Board®). To become an approved organization, please contact your IFSTA Training Specialist.
Certification Test Bank materials are confidential and may not be distributed outside the scope of their approved use.
eBook
OSU/FPP eBooks are accessed on a third-party platform. eBooks are licensed, not sold. You are granted a non-exclusive, non-transferable license to access eBooks for personal, non-commercial use. Access to eBooks may be subject to specific terms, such as time-limited access or device restrictions, as outlined at the time of purchase or access.
Users are responsible for checking the availability of specific editions before purchase. OSU/FPP will determine when titles will be made unavailable, with titles periodically being removed from the eBook platform at the sole discretion of OSU/FPP.
Once you have accessed an eBook, it is considered used and cannot be returned or transferred.
eLibrary
The IFSTA eLibrary is an annual subscription-based program providing digital access to IFSTA-validated manuals through ResourceOne for all members of a subscribing organization. The eLibrary content is licensed for use within the subscribing organization and may not be shared with non-subscribers.
Annual subscriptions are purchased by fire service organizations. Purchase and renewals must be coordinated through an IFSTA Training Specialist. Failure to renew your eLibrary subscription will result in loss of access to eLibrary content.

Mobile Applications
Mobile Apps are available for individuals to access FPP content. The apps offer a variety of products, including flash cards, audiobooks, exam prep, skill videos, and interactive training materials. Not all products are available for each title. Not all titles are available in the Mobile Apps. Some features may be available offline, but an internet connection is required for full functionality.
Mobile Apps are available for download on compatible mobile devices (e.g., iOS and Android), subject to app store terms. Users are responsible for ensuring your device meets the minimum technical requirements for Mobile Apps. Mobile Apps are periodically updated to correct content errors, improve functionality, or enhance security. Users will need to update their devices to ensure compatibility.
Apps may collect user data to provide services. Users should review our Privacy Policy for details. Users consent to data collection by using the Mobile App.
Support for Mobile Apps may be discontinued for outdated versions, devices, or product availability. Once the app is no longer available on the platform’s app store, FPP is under no obligation to provide continued support or access to the app or its content.
Mobile Apps have some free content available, but most content comes with an associated cost. Mobile App content will be updated as necessary over the lifetime of the app. Customers who have not purchased content shall not expect it to be available and functional.
ResourceOne®
ResourceOne (R1) is FPP’s Learning Management System, providing curriculum and training resources for in-classroom, blended, and online instruction.
To access R1, users are required to create an account. Users must create a ResourceOne account via r1.ifsta.org to access curriculum, courses, eLibrary content, or other resources. Accounts are individual and non-transferable, requiring unique credentials for each user.
Accounts will be considered active as long as the user is enrolled in an active course or the user is regularly accessing R1. Inactive accounts may be deactivated after a period of non-use determined by OSU/FPP. If a user’s account is deactivated, the user should contact FPP for reactivation. FPP may terminate accounts for violations, such as unauthorized content sharing or credential misuse. Upon termination, users will lose all access to R1.
ResourceOne Course(s): This section is for users who are accessing FPP Content via Courses in ResourceOne.
Courses come with a one-year default duration. Instructors can change the end-of-course date in the course settings. After the end-of-course date and/or a period of inactivity, OSU/FPP will archive the course and make it inaccessible to users.
Courses that do not contain premium/paid content do not have a limited number of participants. Course instructors/managers can add users to these courses as they see fit.
Courses containing premium/paid content limit the number of participants who can access the course. Once a user accesses the course, they have used that spot/seat for the course. Once all the spots/seats are full, instructors/managers cannot add additional users to the course without first paying for the additional spots/seats. Used spots/seats cannot be reused or transferred to another student, without instructor consent and payment of a course transfer fee. A $25 transfer fee applies to transfer enrollment to another individual or course, subject to FPP’s approval (price subject to change without notice). Users must submit transfer requests via support@ifsta.org.
Course content will be available to users until the titled product (i.e. Essentials of Fire Fighting) is sunset/retired. Once OSU/FPP determines to sunset/retire a product, its content will be made unavailable and no new courses will be created with that content. Current, active courses will remain available until they pass their end-of-course date and/or remain inactive.
ResourceOne Curriculum: This section is for users who are accessing Instructor Resources in ResourceOne.
To gain access to Instructor Resources (ResourceOne Curriculum), users must have written permission submitted to OSU/FPP by their fire service education and training organization. For more information on Instructor/Curriculum Access, please contact support@ifsta.org.
Instructor Resource files are available to be downloaded and used outside ResourceOne. Instructors are granted permission to modify, update, and customize files to meet the needs of their jurisdiction. Instructors must comply with these Terms, and ensure their materials continue to meet quality and accuracy standards.
FPP Content is not to be shared in unauthorized settings. Misuse of access to ResourceOne Curriculum may result in revocation of privileges and account termination.
ResourceOne Curriculum content will be available to users until the titled product (i.e. Essentials of Fire Fighting) is sunset/retired. Once OSU/FPP determines to sunset/retire a product, its content will be made unavailable and instructors will lose their access.
Third Party Services
FPP uses multiple third party services to deliver FPP Digital Products. These services include but are not limited to VitalSource Bookshelf to access ebooks, as well as Android and iOS operating systems to access mobile applications. Your use of such services is subject to their respective terms and policies. OSU/FPP is not responsible for the performance, availability, or terms of third-party service providers.
Customer Initiated Requests
All requests submitted to FPP, including but not limited to FPP Digital Resources support, content access issues, account support, order fulfillment, and course transfers, will typically have a turnaround time of two to three (2-3) business days to allow for sufficient response and processing time. While we will make every effort to respond promptly, some responses may take additional time.
Returns and Refunds
Once accessed, activated, or downloaded, FPP Digital Resources are non-returnable and non-refundable. This applies to ebooks, elibrary, mobile applications, and ResourceOne.
If your purchase includes physical materials, such as print books, FPP’s general return policy applies. See our Return Policy for more details.
External Use
To request permission to use or adapt FPP materials outside the standard license, users must submit a formal request via support@ifsta.org.
